About the Naifeh Tax Reform Plan

Key Aspects of the Naifeh Plan based on information available as of 4/25/02:

  • Eliminates the state and local tax on food, clothing, and nonprescription drugs.
  • The sales tax on other items remains the same.
  • Eliminates the Hall Income Tax (replaced by the broad-based income tax below).
  • Enacts a 4.5% flat-rate income tax with following deductions:
    • $15,000 deduction for single filers.
    • $22,050 deduction for heads of household.
    • $30,000 deduction for married filers.
    • $1,500 additional deduction per dependent.
  • Raises approximately $1.1 billion to fund state services.

TFT Position on the Naifeh Plan as of 4/25/02:

Tennesseans for Fair Taxation supports the Naifeh plan as a significant step in the right direction. This plan will eliminate the sales tax on food, non-prescription drugs and clothing. TFT has proposed eliminating the food tax for more than a decade. The Naifeh bill will also lower the taxes for many Tennesseans and create a more equitable tax system for all. This bill will more adequately fund our schools, universities, healthcare, and state parks.

Although Tennesseans for Fair Taxation would also like to see an overall reduction in the state's sales tax and a graduated income tax, we applaud Speaker Naifeh for taking a leadership role in an effort to solve our state's severe revenue problems. We understand that this proposal is still under discussion and we are hopeful that it will continue to improve as it goes through the legislative process.
